# Portugal's 'Fast Track' for Working Migrants: What the Minister Said, and What the Rules Actually Say

## The short answer

On 5 August 2026, Portugal's economy minister said immigrants who arrive with a job and a home enter the country "with great ease — there is almost a fast track". That is a statement of policy direction, not a new visa. Since Lei n.º 61/2025 came into force in October 2025 you must obtain a residence visa before travelling, the manifestação de interesse route is gone, and the only job-search visa left is a qualified-only version that cannot be applied for until the government publishes its regulation.

"All immigrants who want to enter Portugal and have the conditions to work — namely if they have a job and a house — enter with great ease. There is almost a *via verde*," a fast track. That was Portugal's economy minister, Manuel Castro Almeida, speaking to reporters on **5 August 2026**.

If you are planning a move, read the sentence carefully before you celebrate. It was said to reporters, not written into law. No visa was created this week, no rule was relaxed, and the door he described — come with a contract and a home already arranged — is exactly the shape the law has had since October 2025.

Here is what he said, what the rules actually are, and what to do with the difference.

## What exactly did the minister say?

Castro Almeida was speaking in Gavião, in the Portalegre district, at the signing of a **€324,000** tourism-programme contract. The full remark, translated: "All immigrants who want to enter Portugal and have the conditions to work, namely if they have a job and a house, enter with great ease — there is almost a *via verde*."

The other half of the message was the boundary. "We only limit the indiscriminate entry of anyone who wants to come. That cannot happen — the wide-open doors did not produce good results. But anyone who has the conditions to work is very welcome in Portugal."

This was not one minister off-message. Prime Minister Luís Montenegro, speaking a day earlier in Torres Vedras, criticised migration policies with an *efeito de chamada* — a pull effect — and said Portugal is "creating conditions so that people have dignity when they come".

The premise underneath both statements is the labour market. "The fact that there is practically no unemployment is a huge advantage for the country," Castro Almeida said, "but it also means we need more people to work." The number behind that: INE put unemployment at **5.3%** in the second quarter of 2026 — the lowest since 2011 — with employment at its highest level since early 2011.

The message is aimed at one person: the worker Portugal's economy needs, arriving with paperwork already in order.

## Is there actually a new fast-track visa?

No. Nothing changed this week. There is no new visa type, no decree, and no relaxed requirement attached to the minister's words.

"Almost a fast track" is a description of how the government wants the current system — the one rebuilt in October 2025 — to feel for people who arrive with a job contract and housing already secured. It is a signal of priorities, and signals matter: they tell you which files the system is designed to say yes to. But a signal is not a procedure, and nothing about this week's remarks changes what you must submit, where, or when.

## What are the rules for moving to Portugal for work right now?

The rules are the ones set by **Lei n.º 61/2025**, in force since **23 October 2025**, and they are stricter than much of what you will read in older posts and forum threads.

**You need a residence visa before you travel.** The era of arriving as a tourist and regularising afterwards is over. The *manifestação de interesse* — the expression-of-interest mechanism that let people already in Portugal apply for residency, and which our [AIMA guide](https://ultimateportugal.com/guides/aima-residency-appointments) describes being restricted in 2024 — was abolished outright by the new law. There is no version of it left to queue for.

**With a contract**, the process runs through the consulate before you fly, and it is that file the minister is calling a *via verde*. **Without one**, be careful: consulates stopped accepting the old job-seeker visa on **23 October 2025**, and its replacement is narrower in every way. The qualified job-search visa is reserved for people with specialised technical skills, allows up to **120 days** in Portugal to find work, and carries a hard edge — fail to find a job and you must leave, with a one-year wait before you can apply again. Which skills count as "qualified" will be defined by a government *portaria* (implementing regulation) that had still not been published when we checked the Diário da República on **7 August 2026**. Until it is, the visa cannot be applied for at all.

So the fast track is real — for the reader who already holds the contract. For everyone else, the honest summary is the opposite of the headline: there has rarely been less room to arrive first and sort work out later.

## What should you do if you are planning a move?

**If you have a job offer**, start the consular process for the work residence visa and let the employer's paperwork lead. This week's remarks suggest yours is the application the system wants to approve.

**If you were planning to arrive first and job-hunt**, do not travel on that plan. That door closed in October 2025, and the replacement route is not open yet. Watch for the *portaria* on the qualified job-search visa — we will cover it when it publishes.
