# Tax Advisory in Portugal: Do You Need an Adviser, and Which Kind?

## The short answer

Three different jobs are sold in Portugal under the words "tax adviser", and only one of them has work the law reserves: a contabilista certificado, whose enrolment in the Ordem dos Contabilistas Certificados exclusively covers signing the financial statements and the tax declarations built on accounting information. Below €200,000 of gross self-employed income in the previous tax period the simplified regime applies automatically, so no certified accountant is required by law and paying is a judgement about complexity, not compliance. Run the no-adviser test first: if you were resident all year, hold no NHR status and have income only from Portugal, the tax authority's IRS Automático may prepare the return for you, and its e-balcão help desk and taxpayer line on (+351) 217 206 707 are there either way. Published prices on 7 September 2026 start at €349, €350 or €500 for a straightforward Portuguese return, while a firm filing the Portuguese and US returns together publishes $2,075. Whoever you hire, ask for the membership number, look it up in the OCC's public register, and get the fee in writing.

In Portugal, "tax adviser" covers three different jobs — a *contabilista certificado* (certified accountant), a tax lawyer, and a consultant with no protected title — and only the certified accountant may sign the financial statements and the tax declarations built on organised accounts. Plenty of readers need not pay at all: if you were resident here for the whole year, hold no NHR status and have income only from Portugal, the tax authority may prepare your return for you.

This page settles four things: when the law requires a certified accountant, which dates an adviser holds for you, what firms publish as prices, and how to check a person is real. The one firm we have used comes last.

## Do you need to pay anyone at all?

Possibly not, and the test is worth running before you read a single price. The tax authority's [IRS Automático](https://info.portaldasfinancas.gov.pt/pt/apoio_ao_contribuinte/Cidadaos/Rendimentos/Declaracao/IRS_automatico/Paginas/default.aspx) prepares the return for you if you were resident in Portugal for the whole year, hold no *Residente Não Habitual* (non-habitual resident, or NHR) status, have income only from Portugal in category A (employment) and/or category H (pensions), claim no double-taxation credit, and meet the other conditions for that filing campaign. Freelancers whose activity codes sit on a short simplified-regime list also qualify. Check the current page before you rely on its campaign-specific conditions.

Read those conditions twice: they rule out a lot of the people reading this. A foreign pension, a rental abroad or a first part-year of residence each break the test. That break, rather than the size of your income, is the moment paying somebody starts to make sense.

If you do not confirm the provisional automatic return by **30 June**, it converts into a definitive declaration and counts as filed by you. Silence is a filing.

The tax authority's own help exists either way:

- [e-balcão](https://info.portaldasfinancas.gov.pt/pt/apoio_ao_contribuinte/Atendimento/ebalcao/Paginas/default.aspx), its electronic help desk, takes any tax or customs question.
- The Centro de Atendimento Telefónico answers on **(+351) 217 206 707**, business days 9:00–19:00.
- A Serviço de Finanças will see you in person, by appointment.

Work out whether the state will do the job for you before you price anybody.

## What do people mean by a tax adviser in Portugal?

Three separate professions share the phrase, and a website rarely says which.

| What they are called | Who they answer to | What that buys you |
|---|---|---|
| *Contabilista certificado* | The Ordem dos Contabilistas Certificados | The only person who may sign the financial statements and tax declarations built on organised accounts |
| Tax lawyer | A lawyer's own regulator, not the accountants' body | Legal as well as fiscal questions: a will, a company structure, a dispute |
| "Tax adviser", "tax consultant" | Nobody, unless they hold one of the titles above | Whatever the engagement letter says |

The first row is load-bearing. Enrolment in the Ordem covers, *em exclusivo* (exclusively), responsibility for technical accounting regularity, [signing the financial statements and the tax declarations based on accounting information](https://www.occ.pt/sites/default/files/public/2024-02/Estatuto2024_Web.pdf), for entities that keep or must keep organised accounting (art. 10.º n.º 1 b) of the 2024 statute). They may also advise on tax and represent clients whose books they keep in the administrative phase of a tax procedure (n.º 2).

The third row is the surprise: article 10.º n.º 5 of the same statute puts those consultancy acts outside what the law reserves, so **anyone at all** may sell tax advice in Portugal.

This is not theoretical. The firms selling Portuguese tax services are run by certified accountants (one flat-fee filing service says [accountants registered with the OCC](https://novomove.com/irs-tax-portugal/) handle its returns), by economists (one cross-border firm's founder cites [the Ordem dos Economistas](https://taxbordr.com/)), and by a lawyer who is also a U.S. IRS Enrolled Agent. All legitimate, all bound by different rules.

The label on the website tells you nothing. The register entry and the engagement letter do.

## When does Portuguese law require a contabilista certificado?

Less often than people assume. The **simplified regime** applies automatically to Category B (self-employment) taxpayers whose gross income from that category did not exceed **€200,000** in the previous tax period, and anyone under it may still opt to be taxed on organised accounts instead ([art. 28.º of the Código do IRS](https://info.portaldasfinancas.gov.pt/pt/informacao_fiscal/codigos_tributarios/cirs_rep/Pages/irs28.aspx)). Category B taxpayers outside the simplified regime must keep [organised accounting](https://info.portaldasfinancas.gov.pt/pt/informacao_fiscal/codigos_tributarios/cirs_rep/Pages/irs117.aspx) (art. 117.º n.º 1).

Article 117.º does not name the certified accountant. What joins the obligation to the person is the exclusivity rule above, plus [the government's own line](https://www.gov.pt/guias/trabalhar-por-conta-propria-guia-para-trabalhadores-independentes/obrigacoes-fiscais-e-pagamentos-impostos-e-contribuicoes): above €200,000 of estimated annual income organised accounting is compulsory, and "isto significa que é um contabilista certificado que trata de todas as obrigações fiscais da atividade" — a certified accountant then handles every tax obligation the activity carries.

| Your situation | Required by law? | Why |
|---|---|---|
| Employee or pensioner, Portuguese income only | No | Nothing here needs organised accounting |
| Self-employed under €200,000 | No | The simplified regime applies by itself; hiring is a purchase |
| Self-employed over €200,000, or opting for accounts | Yes | Organised accounting, and only a certified accountant signs what it produces |
| A Portuguese company | Yes | Companies must keep [organised accounting](https://info.portaldasfinancas.gov.pt/pt/informacao_fiscal/codigos_tributarios/circ_rep/Pages/irc123.aspx) (art. 123.º CIRC) and file the [Modelo 22](https://info.portaldasfinancas.gov.pt/pt/apoio_contribuinte/modelos_formularios/irc/Documents/M22-IRC.pdf) by the last day of May; [our D2 visa post](https://ultimateportugal.com/posts/d2-visa-portugal) covers company matters |

Under the threshold, a certified accountant is a purchase. The question stops being "am I allowed to skip this?" and becomes "what does it save me?"

## Which dates should an adviser be holding for you?

Some guides still describe the old NHR as something you claim and renew every year. It is not. As [IFICI explained](https://ultimateportugal.com/guides/nhr-ifici-tax-regime) sets out, the normal NHR route closed to new entrants on **1 January 2024**, subject to limited transitional cases. Its replacement, IFICI, is a single application on the Portal das Finanças by [**15 January** of the year after you become resident](https://info.portaldasfinancas.gov.pt/pt/apoio_contribuinte/questoes_frequentes/Pages/faqs-01018.aspx), then ten years.

| When | What has to happen | Filed with |
|---|---|---|
| **1 April to 30 June** | File the **Modelo 3**, which *is* the annual IRS return, [by electronic transmission](https://info.portaldasfinancas.gov.pt/pt/informacao_fiscal/codigos_tributarios/cirs_rep/Pages/irs60.aspx) | Tax authority |
| By **15 January** of the year after residency | The IFICI application | Tax authority |
| Last day of **January, April, July, October** | The self-employed [quarterly income declaration](https://www.gov.pt/guias/trabalhar-por-conta-propria-guia-para-trabalhadores-independentes/obrigacoes-fiscais-e-pagamentos-impostos-e-contribuicoes), covering the previous three months | Segurança Social |

Those quarterly declarations belong to Segurança Social, not the tax authority — a split that catches out new freelancers. [How to get a NISS](https://ultimateportugal.com/posts/how-to-get-a-niss-portugal) covers that side.

One extension exists. Where foreign income carries a double-taxation credit the source state has not fixed by 30 June, the deadline extends to **31 December**, provided you tell the tax authority inside the normal window (art. 60.º n.os 3 and 4).

That calendar is the product. Ask a firm which of those dates it will own for you; if it cannot answer, it is selling advice and leaving the compliance to you.

## What do tax advisers in Portugal actually charge?

There is no official price list, and no honest way to invent one. The statute asks only that fees are *"adequados à complexidade, ao volume de trabalho, à amplitude da informação a prestar e à responsabilidade assumida"* (art. 70.º n.º 7), that the work sits under a **written services contract** (n.º 6), and that occasional or uncontracted work comes with an indication of the **foreseeable fees** (n.º 8).

What firms do publish, each figure taken from the company's own site on 7 September 2026:

| What is being bought | Published price | Firm |
|---|---|---|
| Portuguese IRS return, flat fee | **€349** | [Novomove](https://novomove.com/irs-tax-portugal/) |
| Expat Portuguese IRS return | from **€350** | [RHJ Accountants](https://rhjaccountants.com/services/personal-services/tax-compliance/irs-portugal-expats/) |
| Annual Portugal tax return | from **€500** | [Taxbordr](https://taxbordr.com/) |
| Written tax position review | **€500** including VAT | Taxbordr |
| IFICI application support | from **€2,500** | Taxbordr |

Notice what is missing: an hourly rate. The hourly ranges and monthly retainers that circulate for Portuguese tax work are published by nobody who has to stand behind them, so we print none.

Read the scope line rather than the headline. The €349 filing, for example, is scoped to simplified-regime freelance income, one short-term rental, one property sale and up to 100 crypto and 100 securities trades. It is the same trap we found pricing [relocation services against doing it yourself](https://ultimateportugal.com/posts/relocation-services-vs-doing-it-yourself): the headline number is real, and the exclusions are where the money moves.

A straightforward Portuguese return is priced in the hundreds of euros. Cross-border work runs into the thousands, which is why it matters to be sure which one you are buying.

## How do you check an adviser is real, and what should make you walk away?

Checking takes about two minutes. The Ordem must keep a permanent public register of its members on its website (art. 21.º n.º 1), and [the search page](https://www.occ.pt/pt-pt/registo-publico-dos-contabilistas-certificados-inscritos) takes a **member number (Nº Membro)** or a **name**, behind a "Não sou um robô" check. Hiring a firm rather than a person? [Accounting companies have their own register](https://www.occ.pt/pt-pt/contabilista-certificado/registo-publico-de-contabilistas-e-soc-profissionais/sociedades).

Three things to ask for, each one a legal obligation rather than a favour:

- The membership number, so you can run the lookup yourself.
- The written services contract (art. 70.º n.º 6), which is not the same thing as an emailed quote.
- Proof of professional civil-liability insurance (art. 70.º n.º 4), which every certified accountant must carry, with its minimum fixed by *portaria* (government order).

One protection arrives without asking: professional secrecy is not limited in time and survives the end of the engagement (Código Deontológico, art. 10.º n.º 3).

Four things should make you walk away:

- Being told a **fiscal representative is compulsory** when it usually is not. [Our NIF guide](https://ultimateportugal.com/guides/how-to-get-a-nif-portugal) has the actual rule.
- Being charged for work the portal does for you, such as confirming an automatic return or putting a question to the tax authority through e-balcão.
- No membership number, or a firm name with no named accountant behind it.
- A fee that never gets put in writing.

Two minutes in the register and one signed contract remove almost every way this goes wrong.

## Does your adviser need to be in the Algarve, or in your town at all?

No. Every filing named on this page happens online: the Modelo 3 goes in *por transmissão eletrónica de dados* (by electronic transmission of data), the IFICI application goes through the Portal das Finanças, the self-employed quarterly declaration goes through Segurança Social Direta, and the tax authority's own help desk is electronic.

A local office does buy something real. You get a face to sit in front of with a folder of papers, and someone who knows your *câmara* (town council) and the paperwork habits of local landlords. That is a preference, though, not a requirement.

One honest limitation: the OCC register searches by member number or name, so it is not a way to browse accountants near you. A personal recommendation plus a register check is the practical route.

Filter on the cases an adviser handles before you filter on the postcode. An Algarve address is no use to you if your problem is two countries.

## Which tax adviser do we recommend?

One case only: an American with both a Portuguese and a US return to file. For anything else, this page gives you the test to run, and that is deliberate.

For that case we recommend [Fresh Portugal](https://ultimateportugal.com/go/fresh-portugal), now trading as FRESH Legal Group. On its own site the firm operates through a practice regulated by the Ordem de Advogados, and its founder is admitted to practise in Portugal and is also a U.S. IRS Enrolled Agent — the pairing a two-country return needs.

Its [published prices](https://fresh-legal.com/services/), taken from that site on 7 September 2026: **$2,075** for a 2025 Portuguese return and a 2025 US return filed together, including FBAR filing for up to five accounts, and **$750** for a 45-minute combined US and Portugal consultation with two senior tax advisers, one from each country. [Moving to Portugal from the USA](https://ultimateportugal.com/posts/moving-to-portugal-from-the-usa) has the US side of that pairing.

Our own record with the firm is one sentence long, and it is the directory note: "They do our tax returns." The directory lists only businesses we have used, which is why [the tax advisers category](https://ultimateportugal.com/directory/tax-advisors) holds exactly one entry.

A two-country return wants one firm that files both. That is the entire claim this section makes.

## What should you do next?

- Working out whether IFICI applies to you? [IFICI explained](https://ultimateportugal.com/guides/nhr-ifici-tax-regime) has the eligibility list.
- Still sorting the tax number everything hangs off? [How to get a NIF](https://ultimateportugal.com/guides/how-to-get-a-nif-portugal), fiscal representative included.
- American? [Moving to Portugal from the USA](https://ultimateportugal.com/posts/moving-to-portugal-from-the-usa) covers the US filings that must match it.
- Want the one firm we have used? [Tax advisers](https://ultimateportugal.com/directory/tax-advisors) — one entry, and we say why.
- Checking whether the move adds up at all? [The cost of living in Portugal](https://ultimateportugal.com/guides/cost-of-living-portugal) prices the life.

*Prices are what each firm published on its own site on 7 September 2026 and can change without notice; we have no commercial relationship with Taxbordr, Novomove or RHJ Accountants and have not used them. Tax rules are set by the Autoridade Tributária and the accounting profession by the Ordem dos Contabilistas Certificados — this is general information, not tax or legal advice, so confirm your own position at the [Portal das Finanças](https://info.portaldasfinancas.gov.pt/pt/apoio_ao_contribuinte/Atendimento/ebalcao/Paginas/default.aspx) or with a qualified contabilista certificado or tax lawyer before you act on it.*

## Frequently asked questions

### Do I need a tax advisor in Portugal?

Often not. If you were resident in Portugal all year, hold no NHR status, have income only from Portugal in categories A or H, claim no double-taxation credit and meet the campaign's other IRS Automático conditions, the tax authority can prepare the return for you. Below €200,000 of gross self-employed income in the previous tax period the simplified regime applies automatically, so no certified accountant is legally required either.

### What is a contabilista certificado?

A contabilista certificado is Portugal's regulated accountant, enrolled in the Ordem dos Contabilistas Certificados. Under the 2024 statute, enrolment exclusively covers taking responsibility for technical accounting regularity, including signing the financial statements and the tax declarations based on accounting information, for entities that keep or must keep organised accounting. Tax consultancy itself is not a reserved act, so anyone at all may sell tax advice.

### How much does a tax accountant cost in Portugal?

There is no official price list. The OCC statute only requires fees adequate to the complexity, volume and responsibility of the work, set out in a written services contract. On prices firms published on their own sites on 7 September 2026, one firm published €349 flat for a Portuguese IRS return, another started at €350 and a third at €500. Two-country work costs far more: one firm publishes $2,075 for a Portuguese and US return together.

### How do I check if a Portuguese accountant is registered?

The Ordem dos Contabilistas Certificados must keep a permanent public register of its members on its website, under article 21 of its statute. The search page takes a member number (Nº Membro) or a name, behind a "not a robot" check, and a separate register covers professional accounting companies. Ask for the membership number first, then look it up yourself before you sign anything.

### Do I need a tax advisor in the Algarve if I live in the Algarve?

No. The Modelo 3 return is filed by electronic transmission between 1 April and 30 June, the IFICI application goes through the Portal das Finanças, and the self-employed quarterly declaration goes through Segurança Social Direta. Even the tax authority's own help desk, e-balcão, is electronic. A local office is a preference, not a requirement, so judge an adviser on the cases they handle instead.

### Is Modelo 3 the same as the IRS return in Portugal?

Yes. The Modelo 3 is the annual IRS return itself, filed electronically between 1 April and 30 June under article 60 of the Código do IRS. Some guides describe it as a form that merely feeds a separate return, which is wrong. The quarterly declarations self-employed people file belong to Segurança Social, not the tax authority.
